Socio-economic impacts of building a highway between the Burin Peninsula and Coast of Bays regions

Description 

These regions are located in close proximity geographically (less than 50km); however, it is at least a 500km drive because there is no road connecting them. Would there be economic benefits for constructing this highway? What would they be? Could this impact the aquaculture industry and others? Would business travel be improved? A cost-benefit analysis could be completed to help understand these issues.
