Examination of why high unemployment is not addressed by labour shortages

Description 

There is both high unemployment as well as labour shortages in the Burin Peninsula region. How are both of these issues occurring at the same time? Employers suggest that they need labour but cannot find workers, but people are unemployed and say they cannot find work. What is the disconnect in this situation? More labour market information and more of an understanding of the nature and reasons for unemployment are needed. This should be a regional study particular to the Burin Peninsula.
